Automatic Advancement Scheme AAS (6/12/18/24 Years)

           As per GO.96 the Govt  has introduced the four slabs 6/12/18/24 Years and details are as follows:
    Special Grade Post Scale (6 years) :An employee on completion of 6 years of service in a particular post shall be appointed to the Special Grade Post Scale which is the next higher scale above the pay scale of the post he/she is holding.
    Special Promotion Post Scale I-A & Special Adhoc Promotion Post Scale I-A (12 years) (SPP I-A):
An employee on completion of 12 years of service in a particular post shall be appointed to the Special Promotion Post Scale I-A.       AAS SPP-IA 12 Years Pay Fixation for SGT, LPT, PETs under FR 22(a)(i) read with FR 31(2)
            AAS SPP-IA 12 Years Pay Fixation for SGT, LPT, PETs under FR 22(a)(i) for DSC 2002 (or DSC 2001) Teachers and also for DSC 2001 Teachers, whose increment was pre-poned to August /October (Joined in Jan 2012).  12 Years SPP-IA  Pay Fixation after Completion of 12 Years for SGTs, LPTs, PETs under FR 22(a)(i) read with FR 31(2) and award of School Asst/LFL HM Post Scale. Qualified Category III Teachers those who have completed 12 years service & drawing pay at Rs.14050 in the pay scale of Rs.11530-27700 as on Jan 2014 shall get SPP-I A scale & pay at Rs.14860 in the pay scale of  Rs 14860-39540 under FR 22(a)(i). Next AGI will be accrued after 1year. Let us know how to fix their Scale and Pay with respect to the Fundamental Rules and Norms.
What is SPP-IA as per GO.96 Dated 20.5.2011
SPP-I Scale is awarded to Qualified Employees, who have completed their 12 Years of Service in that Post, and they will be awarded to their Promotion Post Scale. Special Promotion Post Scale-I is divided into two parts as “A”& “B”.
SPP-IA Means Special Promotion Post Scale I-A (12 years) 
          An employee on completion of 12 years of service in a particular post shall be appointed to the Special Promotion Post Scale I-A. It carries the pay scale of the post next above the post held by him which happens to be the promotion post in the regular line as prescribed in the Service Rules. For appointment to the Special Promotion Post Scale I-A he/she shall be fully qualified to hold that promotion post as prescribed in the Service Rules. In other words, such of the employees who have put in 12 years of service in one post without getting any promotion, shall be considered for appointment to Special Promotion Post Scale-I-A, subject to the conditions laid down as above. 
Special Adhoc Promotion Post Scale I-A (12 years) 
          In case, the Service Rules do not provide for any promotion, the employee on completion of 12 years of service in a particular post shall be appointed to the Special Adhoc Promotion Post Scale I-A which carries the next higher scale above the Special Grade Post Scale. 
SPP I-B will be awarded after 18 Years of service in that Cadre.
         What is FR 22(a)(i)  and FR 31(2) as per Fundamental Rules
FR 22(a)(i) is as follows:
As per FR.22: The Initial Substantive Pay of a Government servant who is appointed substantively to a post on time scale of pay is regulated as follows:
(a) If he holds a lien on a permanent post, other than a tenure post, or would hold a lien on such a post had his lien not be suspended:-
(i) When appointment to the new Post involves the assumption of duties or responsibilities of greater importance (as interpreted for the purpose of Rule 30), than those attaching to such permanent post, he will draw as initial pay the Stage of the Time scale next above his substantive pay in respect of the old posts.
Example:
An employee drawing pay of Rs. 11860/- in pay scale of 10900-31550, and appointed in 14860-39540 Scale Post, Then his pay should be fixed at Rs.14860/

FR 31(2) is as follows:
             On an enhancement in the substantive pay, as a result of increment or otherwise, the pay of such Government servant shall be re-fixed under sub-rule(1) from the date of enhancement as is he was appointed to officiate in that post on that date where such re-fixation is to his advantage.
Example:
           An employee drawing pay of Rs. 15280/- in the pay scale of 10900-31550, and appointed in the Pay Scale of 14860-39540 Scale Post then his pay will be fixed at Rs.15700. But due to increment in his older Scale, his pay will be raised to Rs.15700, hence by including the increment on increment date, his Pay will be refixed at Rs.16150 in the New Pay Scale.

AAS SPPI-A Pay Fixation for 12 Years Completed SGTs, LPs, PETs in Jan 2014

           Qualified Category III Teachers those who have completed 12 years service & drawing pay @Rs.14050 in the pay scale of Rs11530-27700 as on Jan 2014 shall get SPP-I A scale & pay @ Rs.14860 in the pay scale  Rs 14860-39540 under FR 22(a)(i).
           The DSC 2002 Teachers who were appointed in 2002, their Pay is around 13660 as on Jan 2014. If their increment is pre-poned, they might have taken their increment in Aug/Oct then their pay is at 14050 as on Jan 2014. If Increment is not pre-poned, then also, their pay will be at 14050 after award of AGI as on Jan 2014.
As these Teachers have completed 12 Years of Service in the Post/Cadre they are eligible for award of 12 Years SPP I-A Scale in the scale of pay of Rs.14860-39540
    Special Promotion Post Scale I-B / Special Adhoc Promotion Post Scale I-B (18 years) 
          An Employee on completion of 18 years service in a particular post, shall be allowed one increment in the Special Promotion Post Scale I-A or Special Adhoc Promotion Post Scale I-A as the case may be, which shall be called Special Promotion Post Scale I-B / Special Adhoc Promotion Post Scale I-B 
                Special Promotion Post Scale II (24 years):
              An employee, on completion of 24 years of service in a particular post, shall be placed in the scale of the post applicable to the second level promotion post to the original post held by him. The employees after availing the benefit of SPP II are not eligible for the Automatic Advancement Scheme on their further promotions.
            Fixation of Pay on appointment to Automatic Advancement Scheme 
          1.         (a)The pay fixation on appointment to Special Grade / Special Promotion Post Scale-I-A/Spl. Promotion Post Scale-II/Special Adhoc Promotion Post I-A and Special Adhoc Promotion Post II shall be under FR 22(a)(i) read with F.R.31 (2).
          2.         (b) One increment shall be allowed in the existing scale on appointment to Special Promotion Post Scale I-B/ Special Adhoc Promotion Post Scale I-B. 
            Fixation of pay on promotion from Automatic Advancement Scheme Posts 
   1.  (a) In case of Promotions from the Special Grade and Special Promotion Post I A & I B, the pay shall be fixed under FR 22-B.    
         (b) In case of promotions from Special Promotion Post Scale II, the pay shall be fixed under FR 22(a)(i) read with FR 31(2).
